The third National Economic Dialogue conference,
(NEDP III)
takes place within the framework of public private
partnership to create complementarities and unified action plan,
with the aim of achieving economic recovery and identifying the
requirements for sustainable socio economic development.
Real Partnership between the Private and Public
sectors should be built on an ongoing dialogue between the
partners aiming towards creating the institutional mechanisms
for joint policy making and the activation of the private
sector’s role in economic development.
The participation of private sector in the
policy-making process including the legal and regulatory
framework and the modes of services delivered by the public
sector directly contributes to the creation of a better enabling
business environment in Palestine.
NEDP III is distinguished from the previous
conferences in the methodology for the dialogue that was agreed
upon between the government and the Private sector. This
methodology has reinforced the intention of the government in
creating this partnership and displayed a deep rooted
understanding and appreciation of the various private sector
initiatives and its continued efforts to play a pivotal role in
advancing the national economic development agenda as well as
taking on the responsibility of being the engine powering this
growth.
In establishing a ministerial committee headed by
His Excellency the prime minister, the government has
effectively opened the door for real partnership with the
private sector, which in return established the private sector
representative committee headed by the secretary general of the
private sector coordinating council (PSCC). This has created the
forum for continuous dialogue on all issues relevant to economic
development.
In preparation for NEDP III, the private sector
formulated its positions and recommendations on basic issues
that are reflected in the joint work program agreed upon with
the government through the ministerial committee, which includes
the legal and regulatory frame work, planning management and
reform of public services, in addition to seeking a resolution
for Israeli impediments to Palestinian trade and economic
recovery.
In this conference the issues agreed upon with
the ministerial committee will be presented with a time frame
for implementation reflecting joint commitment in the
partnership and a continuation of the systematic dialogue and
coordination. This commitment is one of the most important
mechanisms guaranteeing steadfastness, economic recovery and
growth reaching towards freedom, prosperity and sustainable
development.
